为此，本文以联合国粮农组织、美国、日本和中国的农药标签管理法律法规为研究对象，分析了世界各国农药标签管理的现状，主要研究了现行农药标签管理的基本规范，系统地比较了我国农药标签管理与世界各国的差异，特别是在联合国粮农组织《农药标签规范准则》基本要求的基础上，根据中国农药管理体制的实际情况，首先提出了加强和完善中国农药标签管理的意见和建议，具体包括( 1 )农药产品溶剂的要求； ( 2 )农药标签的农业措施、应用对象及安全间隔期等的说明； ( 3 )农药特殊用途标签的标注问题； ( 4 )农药使用的具体分类； ( 5 )标签内容的法律责任问题。 |
